West Virginia Governor Jim Justice to sign a law this week requiring all counties to offer online voting to those with physical disabilities, TCL announced it will no longer have the rights to Blackberry phones after August, and the Chinese ODM Wistron to open up its first PCB assembly plant in India.

- West Virginia Governor Jim Justice plans to sign a bill this week that would require all counties in the state to provide an online ballot marking device for all voters with physical disabilities. According to Secretary of State Mac Warner, he would most likely provide counties with the smartphone app Voatz or a similar app to meet the requirement. West Virginia currently uses Voatz for military and overseas voters, and Warner said he is waiting on a security audit of the app before approving it for further use. According to a 2015 Pew study, West Virginia has the highest rate of people with disabilities in the US.
- TCL announced it will no longer have the rights to design and manufacture Blackberry phones after August 31, 2020. Existing phones will still be supported, and the Blackberry brand is also currently licensed to OEMs in Indonesia, India, Sri Lanka, Nepal, and Bangladesh. At CES this year, TCL announced a line of phones under its own branding.
- Reuters reports that, according to sources, the Chinese ODM Wistron plans to assemble iPhone PCBs at a new facility in Bengaluru, India. Wistron currently assembles iPhone 6S and 7 models at another factory in the area. The factory will open in April, be capable of producing up to 8 million smartphones a year, with a focus on the iPhone 7 and 8 models. On Saturday, the Indian government announced it will double the tax rate on populated PCBs imported into India to 20% this April.
- According to a leaked webinar, Microsoft said it would not release a planned upgrade cartridge for the Surface Hub 2S. This would have upgraded the CPU and GPU, as well as enable announced tiling and rotation features. According to a Microsoft spokesperson, "the best way to release those capabilities — tiling and rotation — may not require us to take that path.” Microsoft plans to release a “major software update” for all Surface Hubs in 2020 based on the latest Windows 10 release, not its modern Windows Core OS platform used in Windows 10X.
- Google Photos is trialing a new “monthly photo prints” subscription program, which will send users 10 prints for $7.99 a month. The 4x6 prints are printed on matte, white cardstock with a 1/8-inch border and automatically selected based on three selectable themes: Mostly People and Pets, Mostly Landscapes, and A Little Bit of Everything. The trial is currently limited to invite only.
- IBM announced that Arvind Krishna will take over as the company's 10th CEO, replacing Virginia “Ginni” Rometty. The change is effective on April 6. Jim Whitehurst, Red Hat’s former CEO, will step up as IBM’s president, Rometty became IBM president and CEO on January 1, 2012.
- WeWork named Sandeep Mathrani as its new CEO, a senior executive specializing in retail at the commercial real estate company Brookfield Properties. He takes over from co-CEOs Artie Minson and Sebastian Gunningham on February 18th.
- Apple announced that it will be providing special coverage of the 2020 presidential election in the United States starting today, complete with news and analysis from dozens of sources, including ABC News, CBS News, CNN, FiveThirtyEight, Fox News, NBC News, ProPublica, Reuters, The Los Angeles Times, The New York Times, The Wall Street Journal, The Washington Post, TIME, USA Today, and others.
- Apple updated its support page to now offer onsite repair for devices through Apple Authorized Service Provider Go Tech Services, offering repairs "at your home or office." MacRumors reports that the service is available in San Francisco, Los Angeles, New York, Chicago, Houston, and Dallas, and the site states that an additional onsite visit fee may be charged when booking an appointment. Once selected, booking is rerouted through Go Tech Services' website. It is unclear what repairs are available through Go Tech Services onsite, with MacRumors able to schedule a screen replacement, but not a battery swap.
- Data from Sensor Tower Store Intelligence shows European mobile consumers spent an estimated $11.2 billion across Apple's App Store and Google Play during 2019, an 18.9 percent year-over-year increase in gross revenue from 2018. European spending accounted for 13.5 percent of global mobile app revenue in 2019, which totaled more than $83 billion.
- Android Auto now has an option to silence all notifications when a user is driving. The toggle is part of Android Auto's latest update. Notifications will still be persistent on an in-car display until dismissed — but only when this toggle is activated.
