A vigga is a vegetarian.
According to Korey Coleman during his NSFW appearance for Meat Drunk, it's a term that is only acceptable for vegetarians to use when referring to fellow vegetarians.

Other Uses
The Vancouver Island Grape Growers Association was formerly known as "VIGGA", until they changed their name to WIGA (Wine Islands Growers Association).1
Vigga is apparently also a proper name in Iceland.
